广州市番禺区穗石村,因历史原因导致社会关系板结、村民关系紧张。项目组进入社区后,以“新型公共文化活动”,动员了各方积极分子,搭建共同行动网络,赋能社区自组织队伍发育,有效链接了基层党委、政府职能部门、村委、社会组织、在地商家和村民等多元主体,媒体、高校、志愿者协会等外部力量。建立中间平台“穗石赞”基层公共文化工作站,打造可持续的活动机制,合作创办“穗石歌会”IP

新型公共文化活动与传统民俗端午龙舟会结合,构成了新民俗事项,支撑起当地的社交网络,激活了基层公共文化的活力,有效缓解了穗石村“原子化”、“荒漠化”的问题,修复了社区关系,明显缓解了社会矛盾。为推进穗石村的合作治理,奠定了良好的基础。

 

Design description

Suishi Village in Panyu District, Guangzhou, has historically faced solidified social relationships and tense relations among villagers. After the project team entered the community, they initiated "new public cultural activities" to mobilize active participants from various sectors, establishing a network for collective action. This empowered the development of self-organizing community teams and effectively linked diverse entities such as grassroots party committees, functional government departments, village committees, social organizations, local businesses, and villagers, along with external forces like media, universities, and volunteer associations.

 

We established an intermediary platform, "Suishi Zan" grassroots public cultural workstation, to create a sustainable activity mechanism and collaborated to launch the "Suishi Song Club" IP. The new public cultural activities, combined with the traditional folk event of the Dragon Boat Festival during the Duanwu Festival, formed new folk customs that supported the local social network and revitalized grassroots public culture. This effectively alleviated the issues of individuals being isolated and disconnected ("atomization") and the lack of local cultural engagement ("desertification") in Suishi Village, repaired community relationships, and significantly reduced social conflicts. This laid a solid foundation for advancing cooperative governance in Suishi Village.
